North Country Company Makes Good On Bounced Paychecks

Attorney General Spitzer today announced that a Watertown company has agreed to reinstate several workers who left their employment after complaining that their paychecks bounced, and also agreed to make good the bad payroll checks.

In addition to replacing payroll checks worth more than $17,000, the company, Complete Spill Solutions of Watertown, has paid a 25 percent penalty to the employees who were harmed by having their paychecks refused by the bank.

"It is the right of every employee to be paid a fair wage for a day's work," said Attorney General Spitzer. "My office will do everything it can to see that workers receive the wages to which they are entitled."

Complete Spill Solutions makes materials used in environmental cleanup at its plant in Watertown. The company has approximately 20 employees. Complete Spill Solutions, also known as Advanced Recovery Solutions, Inc. is a wholly owned subsidiary of Whitewing Environmental Corporation of Garfield, New Jersey.

After meeting with Complete Spill Solutions CEO Michael Risely and other corporate officials, the Attorney General's Office structured an agreement under which the company would reinstate the seven employees who either quit or were fired after concerns were raised about the payroll checks; make good on the payroll checks; and pay a 25 percent penalty to the employees. Additionally, the company paid the Attorney General's Office $1,500 to cover costs of the investigation.

The bounced paychecks were issued in June and July, 2004.

The case was handled by Assistant Attorney General John Sullivan, attorney-in-charge of the Attorney General's Watertown Regional Office.
