eSubmission Portal

Use the Real Estate Finance Bureau (REF) eSubmission Portal to electronically submit any filings to REF.

The REF eSubmission Portal has two main parts: the Activation Tool and the Upload Tool. You must use both tools to complete your initial or final submission. Additionally, you must use this Portal for both initial and final electronic submissions to REF. We no longer accept initial or final submissions via email or the Office of the New York State Attorney General’s (OAG) Secure Cloud.

To use the eSubmission Portal, log into your existing account or create a new account. Use the same login credentials for both the Activation Tool and the Upload Tool. If you previously created an account for REF’s ePayment portal, you can use those same login credentials – you do not need a new account for the eSubmission Portal.

Activation Tool

Use the Activation Tool to start submitting your filing by logging in, entering basic details, and paying (if applicable).

Upload Tool

Upload your submission to continue submitting your filing by uploading your files and sending them to REF.

  1. Activate your submission – Use the Activation Tool to log in, enter basic details, and pay (if applicable).
  2. Receive email with Upload Code – Get a unique Upload Code to access the Upload Tool.
  3. Upload Files for your submission – Go to the Upload Tool, enter your Upload Code, and upload required files.
  4. Transmit your submission – After uploading required files, transmit your submission to REF.
  5. Receive email with next steps – Get confirmation email and further instructions.
