Office of the New York State Attorney General Whistleblower Portal

A whistleblower is an insider with sensitive information about misdeeds by their employer, associates, or community. Famous whistleblowers include Frank Serpico, a police officer who exposed corruption within the NYPD’s ranks; Deep Throat, who tipped reporters off to the Watergate scandal; and Karen Silkwood, who alerted the media to dangerous practices in the nuclear industry.

At the Office of the New York State Attorney General (OAG), we welcome tips and complaints from whistleblowers. This input is essential to our mission of protecting New Yorkers. Whistleblowing insiders are particularly important in industries with limited transparency to the public.

We encourage you to identify yourself, but realize that you may be concerned about your anonymity. We offer a special portal that allows anonymous submissions and two-way communications with our office. A unique key code lets you send and retrieve messages without being identified.

Please note that these transmissions are anonymous, but their content is not guaranteed to remain anonymous and confidential.

Are you an insider with sensitive information?

If you are a whistleblower who wishes to take significant extra steps to protect your anonymity and confidentiality, here are the steps to begin the anonymous submission process:

1. Download and install Tor Browser on your computer.

Our office uses Tor Browser to provide an extra layer of security and privacy to protect the anonymity of whistleblowers. You must download and install the Tor Browser software on your computer first to connect and access the whistleblower portal.

2. Launch Tor Browser.

After installation, open Tor Browser and type the following URL into the application's address bar:

If you are unable to reach the whistleblower portal in Tor Browser, refer to Tor Browser's guide to first-time use for troubleshooting steps.

Please note that the URL address above will only work inside Tor Browser.  It will not work in your default browser.

3. Submit your communication through the whistleblower portal.

Fill out a simple form that asks for:

  • the subject of the communication
  • a description of the communication
  • any supporting files available to upload

Once the form has been submitted, you will receive a secret code to track your submission and any communications with our office.
