Recent rulemaking

Effective September 16, 2026, the Real Estate Finance Bureau (REF) adopted amendments to 13 N.Y.C.R.R. Parts 18 and 23 as authorized by G.B.L. §§ 352-e(2-b) and 352-e(6).  

REF’s amended 13 N.Y.C.R.R. Parts 18 and 23 regulations update the preexisting 13 N.Y.C.R.R. Parts 18 and 23 regulations concerning the submission of offering plans for the conversion of occupied residential rental properties to cooperative and condominium ownership in the City of New York in accordance with the legislative amendments to G.B.L. §352-eeee set forth Part N of Chapter 36 of the Laws of 2019 and Chapter 696 of the Laws of 2022.  The amended 13 N.Y.C.R.R. Parts 18 and 23 regulations are applicable to all offering plans submitted to REF pursuant to G.B.L. § 352-eeee on or after June 15, 2019, including offering plans that REF has accepted for submission but not yet accepted for filing.
