Real Estate Regulation

On May 13, 2026, the Real Estate Finance Bureau’s “Notice of Proposed Rule Making” was published in the New York State Register. The proposed regulations would update the Real Estate Finance Bureau’s existing 13 N.Y.C.R.R. Parts 18 and 23 regulations concerning the submission of offering plans for the conversion of occupied residential rental properties to cooperative and condominium ownership in the City of New York in accordance with the legislative amendments to Section 352-eeee set forth Part N of Chapter 36 of the Laws of 2019 and Chapter 696 of the Laws of 2022.  

A 60-day public comment period follows the publication of the proposed regulations in the New York State Register, pursuant to Section 202(1)(a) of the State Administrative Procedure Act.  The full text of the Real Estate Finance Bureau’s proposed regulations, along with all supporting materials included in the “Notice of Proposed Rule Making,” is below.
