2024 Rulemaking

In 2024, OAG promulgated a rule related to preclearance under the New York Voting Rights Act. The rule relates to:

  • procedures for submission and review of proposed changes
  • the legal standard that will apply to preclearance submissions
  • covered entities
  • covered policies

OAG published a notice of proposed rulemaking for this rule on May 28, 2024, which was published in the State Register on June 12, 2024. A public comment period was held through August 12, 2024. The final rule was published in the State Register on September 11, 2024, and took effect on September 22, 2024.
